that's because they can't talk!
I'd kind of got the idea that by "could suddenly talk" you'd meant "could suddenly pronounce human phonemes".

ok maybe Japanese dogs wouldn't be able to say L's either,
if they could suddenly talk, but then they wouldn't have a name with an L in it.
