It's a common falacy
that that is a lack of free will.

edit: All you are saying is that it is impossible for him to pick an option that he does not pick. There is no lack of options there, the only thing you are saying he cannot do is defy fundamental laws.

Of course he'll pick a course of action, and once he has picked it he cannot then pick another, but he still picks it.
