the reasons are varied, and deeply rooted in distrust of state and medical organisations. Members of communities that have faced wide-ranging discrimination are probably more likely to have reservations about such things, and mix that into the foetid soup of misinformation that is the internet and you've got a foul mix.
Saying "it's because of racism" is unhelpful [although, reading the article, I can't see anyone who actually said that - it's a clickbait headline] but calling them names is even less helpful.
