They used HAARP's Tesla Earthquake Generators to target Haiti and China, which combined with the hole punched in the thermosphere created a tectonic resonance response which detonated the Iceland volcano. It was then a simple task to redirect wind patterns so that the nanotech-enhanced ash, combining with chemtrails already in the air, blew over Europe with the ultimate intention of converting everyone to the merits of Project Monarch to usher in the New World Order.
Those lizardfolk are crafty.
