It was a public SELF-execution, yes, but I really don't see how it's the police's fault.

The story goes....
he sat with the gun to his head. They tasered him, knowing this would mean he'd probably end up shooting himself.
What got me was, in the morning they were saying they DIDN'T taser him (with accompanying 'expert' on the news explaining why they didn't taser him.) By the afternoon they admitted they had
they'd get shit either way. if they didn't taser him, Moat's bro would be saying "why didn't you taser him - it would have stopped him" and since they did, it's now a "public execution".
it's pretty cut n' dried that he was a murderer, so I don't really see what the fuss is about.
