your small pic is still about 100K over what's really accepted as 'postable'... you need to resize some more, or maybe drop some more colours.

That window jiggle's not doing you any favours either, but it looks good after the first run - like the window's settling back in place.

and it goes through reducing the number of colours until it finds the best one.
Often though it is just far better to reduce the overall image size.
edit:If I was at work I'd send you a screen shot of where it is in imageready, but it's late, I'm stoned, and lazy

see where there's a number, probably 256? Click there, and pick a lower number.

What's really shot you in the foot for making this a smaller pic is all those icons and that flashy wallpaper...

Done it, 64 colours - 139K with 10% lossy compression.
