Might be a random criminal. Might be Spartacus. Lots of people got crucified in those days. Might be a really naughty person who deserved it and got executed in Bethlehem, and the Roman soldiers thought 'Awww, a cute widdle baby's just been born over there, let's decorate this dying criminal to celebrate.'
The Romans may have been quite ruthless and conquered most of Europe, but that doesn't mean to say they didn't enjoy decorating. In fact, it could be said they invented interior decoration in its present form. Look at Barbarian decor. Skulls, shields, swords, lanterns. Look at Roman interiors - statues, mosaics, magnificent artworks. See, that's what the Romans have done for us - Athena posters in Ikea picture frames.
