Very occasionally,
on imported DVDs.
Basically, anything imported into the UK commercially (i.e. not marked as a gift) and worth over GBP 15 (recently reduced from GBP 18) including postage & packing is liable for VAT, import duty (usually waived if under a certain amount) and a handling charge. Whether you get charged is usually pot luck (can depend on things like the company sending the item, the route it gets into the country, etc).
