what's your definition of superhero, is it spandex only? anything slightly extraordinary? or the kind hearted, salt of the earth, common man who punches a hoodie as read about in the Sun newspaper?

I would say spandex is definitely required - although you can probably get away with lycra if budget is tight. Those superheroes with a bit more money can splash out on kevlar or at the top-end of the budget range, steel.
Saying that, nakedness can also have its charms.
As for abilities, the clue is in the name "Super" - I can't imagine a mouse who thinks he is running the world is a superhero. Probably suffering some kind of mental illness maybe?
