Where I live they applied for City status and where refused but,They closed the town hall and courts in Warrington and evacuated all the staff because they thought they would be hit.

As if there was another bomber the crowds of people on the streets if he picked the right crossing or bottle neck he could wipe out hundreds, at least on a bus the explosion would be slightly contained and limit the amount of casualties.
