It's about a painting of the queen of England which was not well received when it was painted.The joke is that the figure in the painting had a very long neck. Jollyjack is making a comment on this by including a picture of a giraffe with a crown on. It is very funny and we are all laughing at it. You should laugh also.

Ha ha haIt's an odd picture, but it was meant to be hung from an odd angle, hence the distortion.
That said, if you apply some perspective to it in Photoshop it still looks fucking weird.
