if engaged, doesn't usually go straight to that message on a landline. mobys do what they want.

if it's really bad you could ring the local police station and tell them the situation and ask them to go round to check that everything's ok.

if a large mammal evades your house between 10 and 12 pm,
most touch tone phones automatically revert to 'mammal warning'
that's the problem, I'd pop round asap to free them from any animal danger that may be threatening.
(truth is, they've been cut off coz they didn't pay their bill)
