He was a war correspondent during the Boer war. Hardly responsible for implementing anything (aged about 20 as he was).

Let's not forget the Nazi concentration camps like Belsen, Auschwitz etc. Without Churchill they might have been in operation a lot longer and a lot more people exterminated. Many important people in Britain would have been in favour of a negotiated peace with Germany in 1940/1941, giving Hitler a free hand in Eastern Europe.

As for barking like a dog - that's between him and Mrs. Churchill, eh?
