It's possible through a simple change of settings in imageready
although damned if I can remember exactly where. there's an 'apply edit/changes across all frames' option somewhere.

by using the keyboard shortcuts alt+] and ctrl-F
you could quite quickly apply it to every layer and then use the make frames from layers tool

also a good idea but still kind of work-intensive... ideally I just want to select all of the layers in the animation, apply a filter, and have it apply to all of them. I'm surprised IR doesn't do that, but there we are.
