I think the alt-text is a microsoft thingy, there's another way of doing them that other browsers recognise.

with firefox (and other standards compliant browsers)
text in the alt attribute is displayed while the picture is downloaded or if the picture fails to load (redex) or if you have loading pictures turned off in your preferences
text in the title attribute is displayed as a tooltip when you hover over the picture.
P.s. In IE, title works in the same way as alt so it can be used to create a tooltip that works in all browsers
