Are you saying

that the flag behind Bush was produced in an electronics factory in the far east that for some reason belched toxic fumes into the atmosphere and killed a cow somewhere in Africa.

I think that's pretty close to the truth

only change flag into "glory of the West", far east into "Third World" and cow into "global environment"
