originally, the Dr Who scriptwriters had in mind a Tardis that changed shape to camouflage(sp) itself to its every surrounding. however, the budget was too small to build a new Tardis in the second episode, so they came up with the idea that its "chameleon circuit" had broken down and it was stuck as a police box.
