Teachers aren't allowed to touch the children.They're not really allowed to shout at them, even.
It really is the fault of the parents though; they tell the kids that if the teacher upsets them, then they'll go round and have a go at them.
The kids are essentially encouraged to act like shits because 'it's their right'.
