Edit: You can convert any selection in photoshop to a true vector. It's not at all significant how that selection is made.

ah, but photoshop is a photo editing programthat's why they made illustrator, for "proper" vectors

you can in essence, create vectors with indesign, but i wouldn't recomend it...
