. I propose the introduction of smoking tanks - opaque, sealed tanks a bit like isolation tanks, but with pipes extracting the smoke into canisters which can be dumped in the sea. Smokers would be obliged to smoke in these dark boxes to soullessly smoke their cigarettes, devoid of human contact or any real enjoyment.
