TJ: How does one do the black lines optimisation thingy for a gif? I'm trying to reduce the file size but I'm at my lossy limit. Please and thank you.

colour the bottom 2 pixels in black (use pencil not brush) then go to edit--define pattern. Then make a layer above all other layers, and fill it with the new pattern. presto chango, scanlines.
edit: option 2 is to shrink the image to 140 pixels wide, then use the width tag in your img html to set it to 280.
