Flash is decent, but the end result tends to be an overly-large, over-optimised gif.

With CS3, they come out pretty damn good I think
my animation below was only about 60k, in imageready I had to really fight it to get the filesize down...
Plus flash is easier to use, I think.

Flash is good if you're making an animation frame by frame.
With IR you can create all the layers in Photoshop, export it, and your gif is practically done.
I've never had a problem with filesize... Colour palettes and dither are your friends.
