But when you click 'rewind' to get to the title screen, the swarm and people are still there.

also, if you rewind the people are still there but when you start a new game they disapear when the people are put in

I think the first thing I'd do is introduce new pedestrian behaviours in new levels, and also maybe start introducing obstructions. Maybe you could introduce some puzzle elements too? Like "if you break this wall then it opens a funnel you can chuck the pedestrians into". Or something :)

In a game where you've got to move the mouse quickly towards the edge of the screen usually results in you leaving the game window and switchign task. This was certainly the thing that made swarm a big pain in the arse. This game doesn't seem to have the same issue but it's just as frustrating. You just feel like you're stabbing blindly, there's absolutely no reward to the gameplay.
