Any tips from anyone on how to make this more like being drunk? And also, how to optimize better with paint.net, or a good online optimizer for animated gifs.

I simply cannot comprehend life as we sort of have got to know it any where near that place
Stepping on that escalator would kill me, I need trees and stuff, plus noisy lions waking me up

Try this
-copy layer and set it to 50% opacity
-motion blur horizontal 8 to 12 pixels
-switch to org layer
-motion blur 90 deg same amount
-switch to to top layer and nudge to taste
Works best on faces.
