the movie is different from the comic book, you can't expect something written 30 years ago to be kept intact, it'd be irrelevent nowtorturing evie to make her strong didn't serve the same purpose in film as it did the book. rather than producing a new V, evie becomes a character able to lead the world after the revolution.
the bringing peope back from the dead was stylistic, it was just meant to represent that everyone who had died at the hands of the dictatorship was behind the wait of the revolution.
