this is more about whether the people who supply the actual cables, tubes, etc., get to have any say about what is sent along those cables.
The way things are set up at the moment, the networks is neutral, meaning content can be carried on any part of the network regardless of ownership.

Edit: I just read that back and it sounds innocuous. But I think it may come down to; do you want BT deciding what content can be carried to your house and what can't?

basically they can syphon of areas of the internet and decide that you should be charged extra to see them.. brought in under the guise of protecting children or some other such vunerable subsection of society so you look like a pervert and a reprobate for apposing it.
