I've cut the photo in twowith a horizontal line which just touches the bottom of the sash.
Then I've moved the top section down level with the hips, then I've scaled down the bottom section until the hips were the same width as the torso.
Then I've painted a mask on the top section with a low-opacity blurry brush to blend the background together.
