the unmanageable/exponential increase in the rest of the world, however, how do you manage that?
given the current level of total indifference to and cunning exploitation of "them",
things aren't getting any better now.

This may lead to a new kind of racism, where the poor uneducated "darkeys" are denied the right for procreation.

Particularly as if done wrong it'll lead to an ageing population unable to support itself.
But I don't see ignoring the problem and hoping it'll go away as a reasonable response.
