Yes...It's been said by Barbarossa (down there v) that DS9 got better as it went on ... I'd like to be so bold to say Voyager got worse as it progressed.

They both could have been better than they actually were.DS9 got better when they introduced the bigger story arcs. (but it wasn't as good as Babylon 5)
