transform then scale normally does me, but then I use Fireworks and I know how cross compatible Adobe stuff is..... :)

i don't usually use photoshop but think there's a transform menu somewherewith scale, distort, shear, rotate etc...

When you come to save, if you go to File > Save for Web there are various optimisation options to get that file size down. Edit: and for physical size, 'Image size' can be found under 'Image'
