how do you neatly cut out someone with flowing hair in a picture?

for example removing the background from this

# uuh, with difficulty
i normally only attempt cutting out short hair and fur - I rub out most of the background and then sort of 'scrub' at the edges with the eraser tool set to one of the textured brushes in photoshop. You can also do a 'colour select' on the background colour and delete that. I'm no expert mind you, there are probably other ways to do it.
