Round marque, pathtool, selection painting with round brush, and using a bullet from a dingbat font.

bit shit on the anti aliasing but then I hate paths in photoshop. A nightmare if you're used to illustrator.

Distort Polar Coordinates. The size of the circle depends on how high up the page the line is.

Shouldn't the perspective render it oblate AND trapezoidish rather than round? Ahh well - you're nearly there.
