first go to mode:indexed, then go to scripts:optimise for gif (animation) and it'll pop up a new file with them all sitting there more or less optimised. save it as a gif (which involves further telling it in the dialogue that pops up to save as an animation rather than merging the layers -- the gimp's interface is almost insufferably shit), and then you can tweak the layer timings in the layer dialogue box, wherever that's hidden in your version of the gimp. (on mine it's under dockable dialogs, which is under some menu or other on the top right.)
i don't know how to use a decent animation program :(
