isn't that everyone's attitude to the law?
most folk just keep to the laws they agree with and ignore the laws the disagree with. for most people it's speeding in their car or smoking a bit of weed or whatever.
some cultures or groups of folk are bound to have a different set of laws they're happy to keep to while disregarding the rest.

There's always some hierarchy, and always some dodging of the law.
Personally, I'm incredibly law abiding, though. Other than the bestiality, obv.
