Mandate the emergency services to operate 50% slower
for cases where it's definitely not an accident, and provide no ambulance. Corpse/wounded individual to be stored in a room-temperature broom closet until costs for all services involved is paid by next-of-kin.
Would bring in a bunch of extra funds and would also stop wasting the medical staff's time. Could raise the salaries of NHS/public sector staff and provide better training to encourage more folk to work there.
