Am I being a bit think here, genuine question...why isn't tax abolished and collected through fuel duty instead? For larger vehicles the problem of differing rates can be pushed on to retailers...make the private sector collect it.

The assumption in that approach is that all vehicles are equal, and that mileage is directly linked to pollution.
Dieselgate showed that emissions and economy are not directly related. Taxing fuel solely means that you could inadvertently encourage the use of more polluting vehicles and have no leverage to change that.
