The same reasons they build wooden houses in areas that get twisters and hurricanes. It's common practice, cheaper than brick, and where future-proofing is more expensive than standard operating procedure, humans tend to be optimistic and economical.

Because california is very tectonically active and wooden houses are cheaper to build and easier to make quake resistant - Well at least less fatal if they collapse.
