It's not a sophisticated joke.
It's a simple play on words.
Go and look up a few different dictionary definitions of the word racism, and see if you can actually get this to fit. Without serious semantic chicanery I don't believe you'll be able to.

The joke, quite obviously is
“Ha ha, I can use this story as a way of saying something racist without being racist”. Without the intent for the line to be read as racist, there is no joke at all, just an abbreviation. Now, hopefully, you’re not going to argue that Prufrock was literally just referring to the likelihood of dogs chasing raccoons and getting into trouble having multiple precedents, are you? No. Good. So we’re agreed that he was being an edge lord racist twat, like he does on here all the fucking time.

Sure it's "edgy" or whatever.
But it really isn't racist, by any dictionary definition of racism. You can call it racially insensitive if you like, but you can only call it racist if you don't mind being linguistically inaccurate.
Also, just because you don't find it particularly funny, or you believe that the basis of it is weak, doesn't mean you get to dictate that it isn't a joke.
