I don’t understand how PMBs work exactly but I seem to recall Chope being one of the MPs that filibustered out the bill that would have mandated minimum standards for rented properties.
Unsurprisingly Mogg was one of the others.

Anything to do with the fact that many MPs are Landlords themselves?

I imagine so.
You know something stinks when MPs mention the register of financial interests before they speak instead of just saying something like “I’m a landlord”. In fairness though, a lot of MPs are landlords because many rent out their constituency homes when they rent in London.

As it's been explained to me
it's a parliamentary all party agreement / procedural thing that if no-one says 'object' then it goes through to the next phase without debate. If someone like Chope chimes in , it must then be debated....
Of course it will go through eventually. Chope just has a reputation for wanting even no-brainers debated as much as possible and he wants a chat about something that will bang people up for a couple of years.
In this instance, this is mainly because he is a cunt.
