Well, basically yes.
It's either that, or the governments of the world need to agree upon, and then aggressively enforce, a set of rules restricting people from having children without a licence.
Literally anything less than that and we are guaranteed to fuck this planet up to the point we cannot survive on it.
The right to have children is indefensible bullshit.
