The police should not use force/violence against someone after they have been subdued. During the process of subduing them, there is an arguable need to use as much force as is required.
The guy was obviously subdued, having been tazed to the point he turned into an ironing board, so any violence or force after that point is unjustified.

the police are there to enforce the law and protect the innocent. They are not for dishing out summary justice. The police -should- be above reacting violently in this manner. This officer is a human and clearly let his emotions rule his actions, it's understandable but it goes beyond his role and should not have happened
