I wonder how much is posed and dressed for the photo, and how much is just normal for the era.

Geisha, rishiki and monks dress exactly the same today. Civilian work uniform styles have changed with the times but are still very much a normal thing to see. You still see plenty of Japanese people wearing those traditional shirt jackets, and you still see lots of traditional dress in the more traditional professions, especially in tourist areas, but the Japanese themselves expect a certain amount of pageantry too.
Some photos look staged to the extent that people want to look their best. Europeans don't wear ball gowns and dinner jackets 100% of the time either.
