Will watch it soon. I'm thinking first run in B&W only though.

on whether they filmed it in black and white, or just turned down the colour after filming (exactly like turning down the colour on your TV).

This is a normal post Shot for Film Noir, which changes how scenes are lit vs shooting for normal colour.
It wasn't even going to be colour originally. It was adapted to fit both after things kicked off. This is why the colour version looks a little odd. There are some crazy colours in there though from what I've seen, so probably worth a watch in both.

have a Noir effect on their effects package, rather than filming on the same film as existed in the 1930's.

You are probably noticing the Noir uncanny valley...
