
if breivik only gets 21 years for teh murder off 71 people and the man who murderd john lennon gets life and has just been denied parole again
30 years for one murder but 21 for 71 how do they justify the discrepancy?

Norway (unlike America) believes that the purpose of prison is rehabilitation, not punishment and has ended up with a maximum sentence of 21 years. This can be extended so it's unlikely that he'll ever be set free.

That was the maximum sentence that could be imposed in one hit (for life sentence). It is reviewed and can be extended. Basically, he won't be getting out.
