This is a link post Children's TV Goatse
With a friend trying to find out what the theme tune for Newsround was in the late 90s, we ended up reliving our childhoods watching some of the continuity bits they had on CBBC between programmes.

And then chanced upon this little specimen in the corner ... admittedly this is rather a 'clean version' and according to wikipedia is from before goatse existed, so it's maybe understandable that nobody spotted it at the time.
