were they manufactured that way? or is it because they are older cars? or just cars with broken seatbelts that no one bothered to fix?
here in florida the seatbelt law only applies to cars manufactured after 1968. surely they can't have a law requiring seatbelts for cars that don't have them.

This is a normal post the saftey standard of cars built for the chinese market are generally as low as you get
take this car for example which score a zero out of five safety rating.

But I don't know exactly why many cars-particularly taxis in china don't have seat belts. in my experience they seemed to have been either broken and useless, or stuffed underneath the seat covers making them inaccessible anyway. not wearing a seat belt is just part of the culture, and unfortunately its a hard habit to break.
