I don't think at any point in history did African slaves routinely give a white men a piggy backs - but I am probably wrong. So, it isn't exactly conforming to a racist stereotype. And if it was a white person, I would probably be thinking the same as I did just now, 'Is that supposed to be a midget?'. which raises a poignant question: Are black midgets less common in a given population size than white midgets?
What I will say, is that is probably the shittest marketing - or possibly shittest novelty item I have seen in my life. I assume a guy had been making them for decades, and decided to make one for the world cup, used brown felt to recognise the South African part of the ceremony, and made a bit of a controversy, and possibly his first profit since he started selling piggyback-midget-trousers.
