You'll find it's more a case of Police more likely to stop people dressed up as crinimals and gangstas and police are more likely to hassel people who give police attitude (like spitting, swearing etc). Unfortunetly a large amount of the black population dress up as ganstas and give police shit. This makes em more likely to get pulled over.
My mate and I were once pulled over by police cos we were hanging around a bus stop and definetly not waiting for a bus. My mate was all hoodied up and I wasn't. I offered up ID, my friend didn't. I was carrying drugs, my friend wasn't. My friend was searched and I wasn't.
Clothes and attitude decide wether you get pulled over, not skin colour.

People are naturally racist. And it isn't just about skin colour. Cultural factors come into play. Racial groupings in the UK tend to co-incide to some degree with ethnic (ie cultural) groupings. I suspect that the blacks being 'targeted' differ from the mainstream population in several aspects. It could even be that demographically, they are younger and more male (both good indicators for contact with the criminal justice system).
It takes a hell of a lot of conscience effort not to be prejudiced.
Eye-witnesses to crime regularly report the perpetrator as being darker than they actually are.
And it's not just race and crime.
Fat people are judged to be more stupid, and lazy
People who speak with less prestigious dialects are judged to be less articulate and less bright.
People who are taller are seen as brighter, harder working, better leaders.
We do judge books by the cover, and we get it wrong. This is just another example.
