IAlways assumed it was a Euro Ad that was filmed in (say) Spanish, then overdubbed in a variety of languages. They are crap though.

sometimes it issometimes it isn't. Sometimes they're clearly mouthing other languages, sometimes they're saying the words that are then horribly overdubbed. Could be trying to correct the accent or some horrific speech impediment. Either way, fuck them.
