My old company didn't understand the term 'manager'.
Everybody's job titled contained the word 'manager', no matter what their job description was. The only people exempt from this rule were the actual managers, who were referred to as 'executives'.

Is this a Merkin thing?

Was it a sales company?
I worked for one of those and everyone one was Customer Services Manager, or Sales Manager. Was crazy. Marketing departments at companies always seem to be full of managers as well.

Not strictly speaking
It was a translation agency, although they did have a very aggressive sales-based approach to customer service. Account executives who sold a lot of translations to clients got big bonuses. Project managers who sweated their youth and beauty away to get the job done on time and under budget got nothing. The whole experience was meh.

Best I ever saw was document control manager, this was the person who sorted the post, thats what happens when you let people choose their own titles.

Berlitz/Lionbridge was it?
Project manager is a standard job title in the translation industry. A PM's job usually involves managing projects. I have no idea where they get the job title from though.
